Rules
- Goal
- Win more districts than your opponent. Every cell starts as a district of its own.
- Turns
- Red opens with one move; after that, each turn is two moves. No passing. The game ends when no legal move remains.
- Moves
- Each move is either:
- Place a voter on an empty cell or one you already hold, or
- Merge two neighbouring districts, erasing the border between them.
- Limit
- A district may span any number of cells but hold at most 5 voters.
- Scoring
- Each district, even a single cell, goes to whoever has more voters in it. Most districts wins; an equal count is a draw.
